Dubai Visa on Arrival for South Africans: Who Actually Qualifies After June 2026
Correct as at 21 September 2026. We review this page when UAE entry rules change.
In short
- On 25 June 2026 the UAE expanded its visa-on-arrival programme to include South African nationals holding ordinary passports, along with their accompanying family members.
- The facility is conditional. It applies only where the traveller also holds a valid residence permit issued by the United States, a European Union member state, the United Kingdom, Singapore, Japan, the Republic of Korea, Australia, New Zealand or Canada.
- For South Africans this was an expansion of access, not a restriction.
- A South African living in South Africa, with no qualifying foreign residence permit, still needs a visa arranged before flying.
- Two durations exist. The 14-day visa may be extended once while you are in the UAE. The 60-day visa is issued for a single stay and cannot be extended.
Most South Africans reading about this change have been told one of two wrong things: that Dubai is now visa-free for South Africans, or that the UAE has tightened its rules against them. Neither is true. On 25 June 2026 the UAE Ministry of Foreign Affairs added South Africa to the visa-on-arrival programme, and the announcement attaches one condition that decides everything.
The plain answer is this. If you are a South African living abroad on a residence permit issued by the United States, an EU member state, the United Kingdom, Singapore, Japan, South Korea, Australia, New Zealand or Canada, you can now collect a visa on arrival in the UAE. If you are a South African living in South Africa on an ordinary passport, nothing has changed. You still arrange a visa before you fly. The change was written for the diaspora, not the domestic traveller.
What the UAE actually announced
The decision came from the UAE Ministry of Foreign Affairs on 25 June 2026, with the operating detail supplied by the Federal Authority for Identity, Citizenship, Customs and Ports Security, known as the ICP. Six nationalities were added at once: Indonesia, Viet Nam, Thailand, the Philippines, Kenya and South Africa.
Note the wording carefully. The announcement grants eligibility to obtain a visa on arrival. It does not make anyone visa-exempt, and it creates no entitlement attached to the South African passport by itself. The passport is one half of the test. The foreign residence permit is the other half, and without it the first half does nothing.
The qualifying test in three parts
You meet the test only if all three of the following are true on the day you land:
- You hold an ordinary South African passport. The decision names ordinary passports only. Diplomatic and official passport holders sit outside it and should confirm their position with the mission.
- You hold a residence permit from one of nine listed jurisdictions. Those are the United States, a European Union member state, the United Kingdom, Singapore, Japan, the Republic of Korea, Australia, New Zealand and Canada. An EU member state counts in its own right, so an Irish, Portuguese, German, Dutch or Spanish permit is on the list even though the country is not named individually. The reverse also holds, and it catches people out. Switzerland, Norway and Iceland are not EU member states, so a Swiss, Norwegian or Icelandic permit does not qualify.
- That permit is valid, not expired. A permit that lapsed last month is not a weaker version of the same thing. It is nothing.
Accompanying family members are covered by the same decision.

Where you stand, situation by situation
This is where the rule stops being abstract.
A South African living in London on a UK visa
If your UK permission is leave to remain or indefinite leave to remain, you qualify. Since biometric residence permit cards were withdrawn at the end of 2024, your proof is now your UKVI account eVisa, so generate a share code before you fly and have it ready at check-in. The airline looks for it before the UAE does. A UK visitor visa is not a residence permit and does not qualify. The announcement does not define residence permit, so that last point is our reading of it, and it is the reading we would plan around.
A South African nurse on an Irish residence permit
You qualify. Ireland is a European Union member state, so an Irish Residence Permit falls squarely inside the listed jurisdictions. Check its expiry against your return flight, not just your outbound one.
A South African living in Johannesburg with no foreign permit
You do not qualify, and this is the largest group by a wide margin. Nothing about the June 2026 decision reaches you. Arrange your visa before you fly, and treat any agent who says South Africans now get a visa on arrival as someone who read a headline rather than the announcement. Our UAE visa guide for South Africans sets out what applies instead.
A South African with an expired UK permit
You do not qualify. Validity is assessed on the day you present yourself at the border, not the day you booked. If you are between permits or awaiting a renewal decision, plan on the pre-arranged route rather than a sympathetic reading at the counter.
A dual national with a second passport
Check both passports and travel on the stronger one. If your second passport belongs to a country whose nationals already enter the UAE visa-free or on arrival in their own right, that entitlement is usually simpler, because it depends on no residence permit at all. Whichever you choose, use the same passport for the booking, the check-in and the border.
A family where one parent holds the qualifying permit
Accompanying family members are included, so a spouse and children travelling with the permit holder are covered. The operative word is accompanying, and the announcement does not define it. On the plain meaning it describes people travelling together, so a relative flying separately, arriving on a different date, or travelling on alone should not assume the same treatment, and is safer on a pre-arranged visa.
The two durations and what extension really means
This detail is garbled almost everywhere, so here it is as the ICP put it. The 14-day visa may be extended once while the holder is in the UAE. The 60-day visa is issued for a single stay and is not extendable. On expiry of either, holders are required to leave the country.
The asymmetry is easy to get backwards. The shorter visa is the flexible one. The longer visa is the rigid one. If your plans are short and firm, the 14-day visa gives you a second bite. If you need a long stay, take the 60-day visa and build your departure into the plan from the start, because no extension waits at the end of it.

What everyone else does instead
If you do not meet the test, you use the pre-arranged route, and the first thing to understand is that you do not go to an embassy. The UAE government states plainly that its embassies do not issue tourist visas. The application is lodged inside the UAE for you by a sponsor: a UAE-based airline, the hotel where you are staying, or a tour or travel agency. They submit it to one of the two issuing authorities, the General Directorate of Identity and Foreigners Affairs for Dubai and the ICP for the other emirates.
That is why phoning the mission in Pretoria rarely helps. The mission is not the issuing point. Fees vary by visa type and sponsor and are confirmed on enquiry. If you are heading to the UAE for work or study rather than a holiday, your qualifications and civil documents will usually need attestation for use in the UAE, which runs on a far longer timeline than the visa and should be started first.
Practical cautions before you book
Three things are worth saying without decoration.
Your residence permit must be valid on the day you arrive, not the day you booked. Airlines increasingly check this at check-in, and a permit expiring mid-trip is a problem you want to find in Johannesburg rather than at passport control.
The final decision rests with the immigration officer at the border. A visa on arrival is a facility you are eligible to request, not an entitlement already granted. Nobody, including us, can guarantee it in advance.
Overstaying carries a fine for every day beyond your permitted stay. The UAE no longer publishes a grace period for tourist and visit visas, so plan on the count beginning the day after expiry.
Frequently asked questions
Does my South African passport alone qualify me for a visa on arrival in Dubai?
No. The passport is necessary but not sufficient. You must also hold a valid residence permit from the United States, an EU member state, the United Kingdom, Singapore, Japan, South Korea, Australia, New Zealand or Canada. Without one, arrange your visa before you travel.
Does a UK visitor visa count, or must it be a residence permit?
It must be a residence permit. A visitor visa lets you visit the United Kingdom; it does not make you resident there. Leave to remain or indefinite leave to remain is what qualifies, evidenced now by your UKVI account eVisa rather than the biometric residence permit cards that were withdrawn at the end of 2024.
What if my permit expires while I am in Dubai?
The test is applied at entry, so a permit valid on arrival gets you in. The real risk sits at the other end, because an expired permit can leave you unable to return to the country you live in. Check that it outlasts your return date before booking.
Do my children qualify?
Accompanying family members are covered, so children travelling with the qualifying permit holder are included. Children travelling separately, or with the parent who does not hold the permit, should be on a pre-arranged visa. Carry unabridged birth certificates and any required parental consent documents.
Should I still arrange a visa in advance to be safe?
If you clearly meet the test, the visa on arrival is the normal route and there is no need to duplicate it. If anything is borderline, a permit close to expiry or a family member travelling separately, arranging in advance removes the uncertainty. Tell us the details and we will tell you which side of the line you are on.
If you would rather hand this over
Prestige Solutions works with South Africans at home and abroad on exactly these questions, and the UAE is a destination where the wrong assumption is expensive. We confirm whether you qualify before you book, arrange the pre-arranged visit visa through the correct UAE channel if you do not, and handle attestation where your trip involves work or study. We do not issue UAE visas and we cannot guarantee a border decision. Fees are confirmed on enquiry.
